Point of order!  If the difference between the high side of the U-tube 
and the low side of the U-tube is 11 inches, then the gas pressure is 11 
inches water column.  (0.429 psig, which is actually high for gas 
pressure, piped gas usually runs less than half of that.) That sounds 
reasonable but I'd investigate further to verify.  The 5-1/2" is if you 
are using a genuine U-tube manometer with the zero point in the middle 
(five up on one side and five down on the other equals a total of ten 
inches).

Don't get flummoxed by the math, just measure the difference between the 
two columns of water, that's the number you have, adjust the regulator 
until you have the number you want.
