Agan, when the referenced wheel lock 
(http://www.campingworld.com/browse/products/index.cfm?prodID=1637&src=SRCH&tcode=37) 
is properly in place the wheels WILL NOT ROLL.  The aluminum trapezoidal pieces, 
when pulled tightly between the tires, are self locking.  Since there are two of 
these trapezoidal pieces on each lock set and, normally, a lock set on each side 
of the trailer, it is hard to envision all the components failing simultaneously 
to allow the trailer to roll.
