My first stop would be at:

to see if there's just an adjustment problem.  From the looks of the 
instructions it seems to definitely be a two man, a horse and a 
helicopter project, but not impossible.

If adjustment doesn't do the trick at least you'll be in the right place 
to get replacement parts.  ;^)>
