I realize we're getting way off topic here....

But there have been numerous documented cases where a wire transfer has been
received from that part of the world, only to be reversed out through
Interbank within a week or two, even though most would think the transaction
had settled.

These sorts of situations come under the category of wire fraud, and as such
are titularly under the domain of the FBI; however, they probably see way
too much of this. Your best bet is to simply be wise as wolves.
