Make sure I understand, the problem - the bowl is full and teh BW tank is empty
- is in the float/pressure valve in the back of your toilet.

yeah, the answer is to turn off your water and to check the pressure valve.  it
is not uncommon to find those going bad, thus the high incidence of rotted
underlayment under or behind the toilet on vintage or used trailers.  

most of those leaks go straight down the outside back of the toilet. which makes
it a leak in the valve body.  yours is an internal failure.  go get a
replacement and do an R+R.
