Geeze!

Obviously the water is blowing by the inlet valve to the toilet.  Flush it
dry and keep an eye on it.  If it's not just a piece of grit that was
obstructing the valve, and has been flushed out, you'll see water
running/trickling into the bowl.

I'd drag out my owner's manual and see what the valve looks like and take
steps to fix it.  How?  RTI...

Until this happens, rather than fill your black water tank, shut the water
off.  See if there's a shut off on the line leading to the toilet.
