1) Full size vans make good tow vehicles, 3/4 ton makes it even 
better.
2) Extended Vans put the ball too far behind the rear axle, hence 
they are undstable.
3) The 318 is a "good little V8" but tends to be underpowered for a 
tow vehicle, if it has "tall' gears in the rear end like 4.10 it may 
be okay.   If the vehicle is available at the right price changing 
gears would not be a problem.
4) Check the tow rating with the seller, and rear end.
5) You would need a tow rating of at least 5,000# to 5,500# for a 21' 
trailer.
