The yellow putty is a kind sealer, also called "plumbers dope" It sounds as 
thou you have an ordinary pipe plug that is coming loose. Probably has a 
sqaure end to put a wrench on. Some water heaters have a "drain cock" 
similar to that on the bottom of a auto radiator. If it is a pipe plug, you 
won't be able to "overtighten" it. Crank it up good and snug. Good luck
