The last para. confirms what I wrote except I got the date wrong.

Also NC (my Home State) hasn't updated the site to
include the amendment to the Federal Law in 2002 which
exempts motor homes with horizontal tanks.

This just proves you can't always believe what is written unless you 
research the info.
