It's going to be an ugly job, but Oxyclean will get rid of just about
every stain that you can come up with. TSP, the painters friend is also
fairly good at removing tobacco stains and if all else fails you have
cleaned the surface and are half way to prepping for a paint job. If it
comes down to a paint job the plastic parts should be treated with a
plastic preparation similar to what is used by the body shops, to
repaint plastic bumpers.
