I have a '97 Dodge also, Dan, with the factory installed tow package and 
trailer wiring. There is a relay under the hood that closes when the 
ignition is ON, and this relay activates the charge line. I had to replace 
mine once. It is inside a black plastic box, as I recall. Labels on the box 
help you identify the charge line.
