Since you're willing to have it done without a permit anyway, you 
might consider the DIY option.  I did a google search on "DIY 
Septic" and came up with

dept_id=3295&Page=2 that had a couple of books on the subject.  
You'll have to pay postage from the UK, but still it's an option.

Otherwise, I don't see why a salvaged 55 gal drum wouldn't work for 
your portable tank.
