[A/S] Black water portable tank?

HI Airstreamers, thanks for all your help with my previous questions. 
I finally had my 27' Airstream hauled up to my land in the Sierras. 
The locals told me general contractors were pretty lax about doing 
jobs with out a permit. When I asked a few about making a small 
septic system for me without a permit (but up to code), they were 
reluctant. The county will not issue permits for electricity or 
septic without first issuing building permits for a house. I'm told 
this is to discourage people from living in their trailers! Anyways, 
I'm stuck. The road is not easy to haul a trailer back and forth to 
dump the tanks. I was wondering if anyone has ever transferred black 
water waste to a separate, transportable container that can be 
brought to an appropriate dumping station? Where can a person find 
souch a tank? I'm sure this is not a glamorous task, but it might be 
my only option.

P.S. I'm also shopping for a portable generator. It needs to support 
an air conditioner too. I'm liking the Honda EU3000, super quite but 
pricey$$$. Anyone have suggestions on a similar 'quiet' model?
