Henry, this sounds to me like the thermostat controls. That would be 
good news, as this is simple and cheap to fix. Short the wires out 
and see if it works. If it does, and you are sure you have used the 
thermostat switches correctly, you may need a new thermostat. I have 
messed about soldering these to effect an emergency repair, but it's 
not worth it, in my experience. Wal-Mart does an excellent digital 
thermostat for $20, and this can also control the air conditioner. 
Let me know how you get on, and I will dig out the make and model.
