Lee,
 You should be able to find and adjust/repair the builtin regulator. It is
usually brass and looks much like a bell, with a little screw sticking out
the top of the bell. It'll be located very near the city water connection.
All you should have to do is loosen the locknut and turn the screw 'in'
(clockwise) to raise the pressure.

I'd also check for a screen or filter or other such restriction in the
line(s). Someone could have slipped in one of those screens that are usually
installed in the hoses to an automatic washing machine and it could be
partially plugged up.

A regulator could go bad, but it's probably not common. It could be
something as simple as someone's leaving the locknut loose (see above) and
the adjusting screw backing out.
