George - Yes, this operation is normal.  The fan comes on, blows 
a 'fan switch' and allows the gas to flow and be ignighted.  This is 
a safety factor to prevent ignition without the fan blowing.  I have 
never seen an RV furnace operate like you said your Pace Arrow did.  
Different brand/system I guess.  The only thing is that if you run 
out of propane, the fan will just keep blowing and never stop until 
you either turn it off, or if not plugged in, the batteries go dead.
