I would think that most municipalities would not allow residents to (or even 
want them to know they can) directly access the sewer because there are those 
people who would dump oil and other nonpoop substances.

Our house is nearly 100 years old so I suppose we don't have one of those 
accesses. I can see where those who are lucky enough to be able to keep their 
trailer on their own property would need (or like) a direct way to empty the 
potty tank. ;o)
