If your air conditioning will not run on 15 amps, neither will the 
heat pump as they are the same machine.  In fact an air conditioner 
is a heat pump that runs in only one direction, heat to the outdoors.  
If the heat pump works in both directions it is referred to as a 
"heat pump".  Go figure.  In most applications, when it's too cold 
outside (less than about 40 deg F) for there to be enough heat to 
pump into the living space, a heat strip takes up the slack.  Then 
you really test the mounting of the electric meter!  (Sometimes even 
the mounting of the house.)  That's why the little spinner thingy is 
inside a glass bowl, so the wind won't blow migrating birds back north.
