Jim, I have used Naval Jelly for neutralizing rust in other applications.  It 
is available at Home Depot, and maybe other places.  You wire brush or sand 
off any loose rust and then spray or brush this material on the rusted 
surface.  It prepares the surface for painting.  After the Naval Jelly reacts 
with the rusted surface, the rusted surface turnes black.  As I recall, it 
says you do not have to prime before painting.   After treatment, the surface 
must be painted.
