Jim,
Check out www.por15.com . I run a vehicle development business and this
stuff works. It's a paint that needs the rust to bond to. A buddy who works
at a antique car restoration shop told me about it. He said that they use it
on all of the chassis's, floors and suspension components. When they
fabricate something out of new steel they actually leave it outside for a
while to get slightly rusty before applying the paint.  It's quite expensive
but it covers really well and you only need one coat.
