I could be wrong but if the trailer brake controller is properaly set up the 
trailer breaks should start to come on slightly before the tow vechile brakes 
come on . the similar experance that I had on a rain slick road in WC this 
summer I found that the trailer stayed nicely where it belonged. the trailer 
breaks locked up before the truck breaks and I doubt if the empty truck would 
have stopped as quickly.
