99% certain that the '99 Suburban has a pre-wired 'plug' under the dash for
an electronic brake controller - might be blue plastic, about 1.5" x .75"...
with four wires coming out of it.
On my '99 dodge, all i had to do was connect 3 of the 4 wires on the
corresponding plug (supplied by dodge w/tow package) - Ground/12volt/Trailer
Brake - the fourth wire is for the brake-light switch connection for the
other type of brake controllers - Otherwise, you may need to run your own
wires: Ground and 12V (fused) directly to the battery, and the blue wire
back along the frame to the trailer connector.
Then clamp the bracket to the brake pedal arm at a point where there's about
1" of 'travel'. It's pretty easy.
I needed to fabricate a bracket for use with my 2002 Dodge with adjustable
pedals, but apart from that, the entire installation took about 15-20
minutes.
