Tony,

I'm curious how you determined the fill tube is not loose or cracked. A 
cracked fill tube is a very common cause of your described leak. In nearly 
10 years we have yet to replace a water tank. All of the problems turned 
out to be in the fixtures, not the tank. Let us know.
