Don,

The intent with any weight distributing hitch is first that the truck settle equally 
front and rear. The truck which does not sit level unloaded should not sit level when 
hitched up. The truck should have the same horizontal plane (tail high) as it does 
unhitched but with an equal amount of settle at  front and rear reference points.
The end result will have the trailer sitting level and the truck will maintain its 
tail high posture.
