RE: [A/S] how do you carry bikes?

I contacted the California Highway Patrol a few years back and was advised 
that if the wheels (spokes) or tires covered the head lights, I would be 
cited.  The buses in our community use this front mounting method but 
headlights are not obstructed. I am still looking for good bike carry 
method. I am now using Yakima racks on top of a suburban, this is a chore to 
do and it limits our kayak capacity.
