You could measure the distance between the frame and the ground at the
jack points to verify that the trailer is at fault not the level
indicator.  Also check the position of the axle arms.  They should all
be at approximately the same angle.  For a pictorial go to:

Dealers have a routine they go through on trailers just prior to
customer delivery that verifies the operational condition of everything.
You could request a pre-delivery inspection (PDI).
