Allan,
  You're describing how the regulator is SUPPOSED to work. If it 
doesn't, you have to replace it for about $30.00 or so.

You make some good points in your "power" discussion below, but I think 
the rule for radiated energy is more like "double the distance -> 1/4 
the apparent [loudness, radiation, light, whatever]. It's been a long 
time, so my memory might not be quite what it should be, but I think 
that's the way it works.
