Towing an Airstream trailer, empty or full of things does not change the 
fuel mileage, unless, there is considerable mountain traveling.
Traveling with a full water tank then does not lower the gas mileage, but it 
does increase the handling, by lowering the center of gravity. The lower the 
center of gravity, the better the tracking, especially in winds or from 
large passing vehicles.
