Another often overlooked factor in the stability department is RIM WIDTH.

Tire manufacturers will list (often several) rim widths which will be
acceptable for the subject tire.  One is Measuring width, which is the one
used to determine revolutions per mile, tire diameter etc.  This may not
necessarily be the recommended width.  To maximize side stability, your best
bet is to go to the widest width the tire manufacturer says is viable.
There may be a slight additional harshness to the ride - than with a
narrower rim width.  For my taste, stability is far more important. I feel
more comfortable knowing that the tire is going where I aim it, and not
doing the hula.
