The city power cable is limited to 30 amps. At 125
volts AC, thats equal to 3750 watts. 
The starting current of a typical RV type
airconditioner draws about 3500 to 4000 watts, by
itself. The reason the blower motor does not cycle
with the compressor, is that it's inductive load at
starting  would add to that of the compressor,
completely overloading the city power cable. Net
result would make the compressor work extremely hard,
when starting, and possibly cause a burn out.
Commercial and residential wiring, normally, does not
have the same problem.
