In answer to this question......yes, you are.
 
Different states may vary, but in Florida if you do not pay a ticket the
state suspends your driving privilege in Florida.
 
Not a problem if you go away and never come back, but if you ever drive
in Florida again you can be charged with Driving With a Suspended License.
 
That is a criminal charge, not an infraction and will get you locked up
until you see a Judge.

I see this quite often, usually with migrant workers who get a ticket
near the end of the season, and put off paying it until they come back
next season.
 
Woops, they then have to pay the ticket, the suspension fee, and the
reinstatement fee.
 
If they get caught before they do that they end up in jail.
