Just got my trailer in late August, but checked bearings and brakes before 
towing home. Replaced two tires. My drums had weights welded on so I assume 
they were balanced at some time without the tires.
I intend to replace the other two tires and shocks this spring and to have 
the wheels balanced on the trailer if I can find someone that still does 
that! I'll let you know if there is much out of balance of the assembly 
compared to having wheels balanced only. It appears that balanced drums are 
not the norm and who knows what you have unless you have them balanced as an 
assemble. This is probable more critical as the trailer gets longer!
