Yep, a license should be required to apply sealant - some people just
don't understand the concept.
Best results I've seen is to chuck a 6"-7" buffer pad into a low speed
drill motor and use a coarse polish compound such as NuVite G-6
(http://perfectpolish.com) or some of the trucker stick rouges and
grind it off. Works on Vulkem (Polyurethane), Silicone and latex
caulks. Sounds like your stuff may be something like Gutterseal, or
maybe sealant that someone tried to polish - it gets a dark gray when
you do that.
