Hunter,

Is it wallpaper?  Commercial vinyl?  Or a border?  Can you see 
seams?  

If it is only a border, I would remove it and then paint, if you 
like.  Moisten the paper with vinegar and water, or fabric softener 
diluted with water.  Either will soften the glue for easier removal.  
Snuggles smells better!  

If you are dealing with a heavy commercial vinyl (the kind you see in 
office's, etc)...you should be able to simply pull it off. (The 
fabric softener trick will not work).  Be careful.

If you decide to paint over it, make sure the walls are clean before 
you prime.  Personally, as I have said before, I prefer BIN, but 
Kilz, Kilz II, or 123 will get the job done.
