Jim, I would assume that if you remove the oak trim piece to the left of the 
blue panel, it would allow you to remove the blue fabric.  I had to remove a 
similar trim piece at the right of the wardroad to gain access to the water 
pump.  My oak trim piece was held on with some small trim nails.  I can't 
swear that this will allow you to remove the blue fabric, but it would be my 
guess.  Also, as an alternative, you might try calling Jackson Center.
