To refill the small tanks, there's a special adapter designed for the
purpose.  The refill tank comes with a nut/vent so it's easy to refill.
Just do it in a well ventilated area away from sparks.  When liquid exhaust
out the valve, it's full.  For the refill of the commercial types, I use a
pair of needle nose pliers and grip the pin and pull softly.  You'll see and
hear the gas expel from the depression.  Again, I let it fill until liquid
propane vents.  I'm very careful about the vent reseating and check each
tank with bubble stuff to be sure there isn't a leak.  Don't carry the
refilled tanks in my car or store inside the house.  I limit the refills
because the seal on the vent/safety becomes difficult to get reseated.  I
keep tank dated for refill and the number of times it's refilled.

Since I purchased my Oxy-Acetylene outfit, I seldom use the propane.  Well,
sometimes I drain the small tank into the barbeque tank so I can finish
cooking! :)
