I always stick my 2 cents in for some reason and loss of propane is
something I might be able to discuss.  Stealing propane doesn't seem
practical as the only way to get the liquid into another tank for transport
would be to turn the primary tank upside down.  Got to be liquid flow by
some means.

When I charge small cylinders from my large tanks, I must invert the large
tank and constantly vent the small tank.  I used to do this because 20# of
propane cost $7 and the 16 oz cylinders cost $2 to $3 each.  A considerable
savings by refilling.  Never had a problem, but did limit the number of
times I refilled.  I haven't purchased a small cylinder for about 15 years!
Just pick up the empties from neighbor campers, etc.

You are right on track with the idea that there's a faulty gauge involved.
However, a broken line could dump the entire charge of propane in short
order.  Best look to broken gauges or connections and drop the idea that a
thief is at work.
