One other thing to check is for spider webs in the tube that the gas 
comes in to the heater. This tube is about 1/2 inch in diameter & 
about 5 or 6 inches long. You have to take it apart enough to run a 
small brush or some thing like that thru it to clean it out. Its kind 
of like cleaning a gun. That was what was causing my water heater to 
put out that soot.
