Sounds like you already have a brake controller in your tow vehicle that is 
not compatible with the vac brakes. It would have to be replaced with the 
proper one designed for the vac brakes.

If I were in your situation, I would: 1. Make sure I got the original brake 
control gadget (the under-dash part) with the trailer, and: 2. See if I 
could put a vacuum pump in the trailer somewhere.

I talked with a factory expert years ago when I was about to buy one like 
yours and found out the factory thinks the vac brakes is the best brake 
system they ever produced, but mechanics in the field didn't like them 
because they were more difficult to understand how to work on, and 
therefore bad-mouthed them to the owners.

He told me having the original brake controller is crucial to their 
performance.

Seems to me it shouldn't be too difficult to install some kind of 12V 
electric vacuum pump in the trailer to feed it.

(I didn't get to buy that trailer - while I was busy talking to the 
"expert", another guy was putting money on the table!)
