You didn't tell us the volume of gray water that pours out when you remove
the cap.
If it is a tablespoon full or so it was probably just the small volume of
liquid that was in the line between gate valve and cap when you last secured
the valve and cap. (If the trailer were parked without being leveled i.e.
high on the street side I suppose more volume than I described could be
trapped in the line.)
If on the other hand it is a pint or more, my guess would be that your gate
valve is leaking. If the valve seats completely when you shove it to the
closed position, you may have a damaged seal or a damaged valve. If the
valve handle will not reach the travel clip it could be because some bit of
foreign residue is trapped between valve and valve body holding the valve
open just enough to allow leakage.
