The primer to use over the latex (and under the oil paint) is Zinsser's
123.  This is a latex primer witjh super adhesion - which takes about a week
of drying time to cure.  It is fine under oil based topcoats.  123 can be
used as a primer on tile - it's that good.  The key is to put it on a clean
surface and let the primer cure before topcoating.  [BIN is a shellac based
primer which dries very fast and is hard (impossible without a spray gun) to
apply evenly to large areas.  Also, it is nowhere near as waterproof as
cured 123.]

The only problem you will have is the adhesion (or lack thereof) of the
existing coat of latex.  Obviously, if you remove the old paint, this will
not be an issue.
