Simply stuffing insulation around the pump does very little to reduce the
sound, and may, as you've suggested pose an over-heating problem.
If the pump's screwed or bolted into the floor, be sure that you've used
rubber washers on both sides of the pump's brackets... and that the
bolts/screws holding it down aren't touching the bracket(s) themselves...
this does more to isolate the pump and reduce vibration/noise than anything
else.
also, you can fabricate a simple box/cover starting with a shoebox, and line
it with some engine-compartment soundproofing (auto-parts store)... it comes
in sheets/rolls of dense foam rubber, with a thin layer of what looks like
lead sheeting, and some reflective mylar film on one or both sides (Great
stuff). Leave some holes, slots, openings for ventilation...
