Need a little more information. What year and size trailer will you be 
towing. Ball heights vary from 16-19.75 inches.
I assume you are setting up an equalizer hitch of some sort, not just a 
"ball mount".
If so the various hitch manufacturers typically recommend a 6 deg back 
tilt.
Shank length is best kept short. The usual reason for added length is so 
the hitch will clear an obstruction like a rear mounted tire.
