I don't know if the intertia brakes would actually apply trailer brakes 
while using the engine as a brake.  It seems logical that they would, 
but I don't know.  More importantly, I would *not* want my trailer 
brakes being used if I were using the lower gears for braking.  The idea 
behind using the engine as a brake is to let the actual brakes cool.  If 
the brake controller is applying trailer brakes the opportunity to cool 
is lost.

Just my initial thoughts.
