Inertia brake controllers will not output unless triggered by the manual 
control or applying the tow vehicle brake which sends the brake light 
signal to the controller telling it to.
The benefit of an inertial controller in the situations you describe it 
that the sensitivity changes slightly as the angle of the controller 
changes. As it is tilted forward it is slightly more sensitive and when 
tilted back it is less sensitive.
