Interestingly, the only time I've encountered that was at the Christmas 
Airstream Park....
It wasn't a problem, both dogs (different occasions, different owners) were 
friendly and just wanted to come over and say hello to my boys.

One was a very rambunctous Lab, full grown but still a puppy.  The owner 
couldn't catch him, I finally dropped my leashes and grabbed him. The owner 
was very apologetic but it wasn't a big deal to me. 

*My* personal pet peeve is owners who don't pick up poop....... big dog 
owners are better about it then small dog owners.  As if little poops aren't 
a problem.
