[A/S] black water shroud

I have removed the shroud on my black water tank. From a 1964 
Tradewind. There is a pipe entering the shroud but not the tank 
itself, which is connected to a smaller galvanized box on the 
streetside of the trailer. It looks like the pipe and box may be part 
of the heating system. Why is it and what is it?
