Jim,
 It's pretty well established by investigators that most accidents are
due to a combination of factors. Things like weather, equipment
(condition and configuration), and driver skills all come into play.
Removing or minimizing most of the factors will often prevent an
accident from happening.

IE: a highly skilled driver can recover from a blown tire. Well, maybe,
unless it's also raining. Take away any one of the factors and it's
clear sailing.
