As Dean said, use a nut head. Darned if I remember what size. The most 
common failure on those tanks which fail very rarely is the drain plug. 
It is made of a different material than the tank and I
have seen several rot out. The second most common failure is the "low 
point drain valve" and associated plumbing between the tank and the tank 
enclosure.
By the way, exercise great caution when dropping the tank enclosure. 
That and the plumbing are all that hold the water tank in place.
