The legislative liaison, in the latest Blue Beret said that a waiver for
"portable LP tank" had been put into effect. This applies the the
current style DOT approved portable LP tank. The exemption
says a sticker will be applied to indicate a tank is exempt. There is no
information yet on the who, what, where, and how much for the sticker.
Fixed mount LP tanks such as those seen on motorhomes are governed by
ASME rules. ASME required an OPD feature in their tanks over 10 years
ago. But, ASME has never implemented a certification
program to verify all in service tanks met their requirement.
You need to check over the tank very closely to see whose stamps are on
it. Don't be surprise when you travel outside your local area if you get
some resistance to filling it. The understanding and
application of the changing standards out in the real world are all over
the map and very much up to local interpretation. Despite the threat of
significant fines for violations, this almost seems to
be a "big brother" government intrusion thing to some people. On the
other hand some vendors are so paranoid they are requiring OPD valves
now to refill.
